If a taxpayer is entitled to a claim that reduces his tax liability, he's be a fool to not avail himself of it. Why pay more than you have to? If you were buying a car and the salesman said he'd take $12,000 for the car, would you offer him $15,000 instead? Of course you wouldn't! Nobody in their right mind would!
